COMMENDATION issued to Dispatcher KANDACE KELLEY for Meritorious Service
During the late evening of Thursday, October 15, 2009 a drive by shooting occurred along East 138th Place in Burnham Illinois. Investigation revealed that the victim a reputed member of the Maniac Latin Disciple street gang was the intended victim. Investigation also determined that this intended victim along with other members of the street gang recently re-located to 14105 Green Bay Ave. in Burnham Illinois. Dispatcher Kelley utilizing computer skills and access to numerous Law Enforcement Intelligence Files determined that the information identifying the victim, his associates and their new residence. In addition Dispatcher Kelley further discovered via searches that an individual identified as Jesus Torres, age 29 was also a resident of 14105 Green Bay Ave. and that this individual has been convicted of two (2) armed robberies and subsequently sentenced to six (6) years in the Illinois Department of Corrections (IDOC), and that upon his release was to be deported from the United States. Dispatcher Kelley in verifying further determined that Torres, was not deported and was residing in the United States illegally. Dispatcher Kelley informed the officers assigned to the investigation of this new information and the investigating officers immediately contacted the Department of Homeland Security. Investigating officers were able to locate and detain the suspect, eventually transferring custody to Homeland Security agents. Torres was taken into custody by Homeland Security agents and will remain in Federal custody until deportation.
Dispatcher Kelley demonstrated professionalism, dedication and diligence in performing her duties which resulted in the removal of a dangerous felon from society.
